Adding the clinical framing, because it changes how the question reads.

Compounding pharmacy dose accuracy check for dosing arithmetic: I always verify my first dose from a new vial by weighing it on a milligram scale. Draw up your dose, weigh the syringe, subtract empty syringe weight, compare to expected water weight at that volume.

For a 10-unit dose (0.1mL): expected weight ~100mg of water. If it's significantly off, your syringe may be inaccurate. Cheap insulin syringes can have ±5% volume accuracy. Spring for quality brands like BD or Terumo.

A narrower follow-up, since the general answer is now clear:

Why a shortage listing created a legal pathway at all, since a shortage is a supply fact rather than a permission?

For anyone reconstituting dosing arithmetic peptides: the water-to-powder ratio determines your concentration. Here's my reference:

Vial SizeBAC WaterConcentration0.25mg Dose
5mg2mL2.5mg/mL10 units
5mg2.5mL2mg/mL12.5 units
10mg2mL5mg/mL5 units
10mg3mL3.33mg/mL7.5 units

More water = easier to measure small doses but vial runs out faster. Find the balance that works for your dose.

Agreeing with Dr.SleepRoch, and the qualification matters more than the agreement. Worth adding the genuine exception, because it is real and narrow: a change made for an identified patient where the prescriber determines it produces a significant clinical difference for that patient. A grid of fixed doses offered to everybody is not that, whatever the intake form says.
